Rufus is Black Yoshi's cousin and a one-time character who appeared in "Black Yoshi's Birthday!" when Brooklyn T. Guy asked Black Yoshi for his driver's license, Black Yoshi lied and said it was his twin cousin Rufus. Later, Brooklyn T. Guy says that he doesn't care that Black Yoshi has a twin cousin named Rufus, since the name on the driver's license is Black Yoshi. Black Yoshi tells Rufus to leave, and they say goodbye.
Rufus looks like his cousin, except he doesn't have a gold chain and shoes and he doesn't have speech defects. He gets along well with his cousin. It is not known if he is a criminal like Black Yoshi.

Being that Rufus is Black Yoshi's twin cousin he looks exactly like Black Yoshi if Black Yoshi wasn't wearing his gold chain or red shoes so he is just a plain Black Yoshi. even though there's no such thing as a "twin cousin" so Rufus is just Black Yoshi's cousin.
